From what you're describing, it does not appear that the print heads are dead on that printer.
It might just be that the CIS system could use some maintenance.
Try to prime the system, before you prime it though, remove all of the plugs and the filters.

Also, with the cartridges out of the printer clean the spikes inside of the print head. These spikes stick into the cartridges when you set them in.
You should wipe them down with some rubbing alcohol and a wipe.
After that, install the CIS system, run a head cleaning and let the printer sit for an hour and then run another head cleaning. Do a nozzle check and compare that to your previous nozzle check to see if there's any improvement.
